The January 2019 IPR for the LBNF/DUNE Project recommended an LBNF Procurement Lab Assist. Specifically, the IPR recommendation stated:
Staffing levels for procurement support should be revisited continuously as the project grows. Compare staffing levels at other laboratories that have a procurement spend in excess of $200 million/year and present or past projects of the same complexity as LBNF/DUNE-US.
As recommended in the March 2018 review, organize a Procurement Assist Review by bringing in senior M&O procurement staff to review and evaluate the Procurement operation for LBNF/DUNE.
The primary focus areas for the Assist are:
Assess the LBNF Project's procurement needs & recommend appropriate staffing levels & mix
Assess the maturity & effectiveness of acquisition/procurement planning for the LBNF Project
Assess Project & Procurement effectiveness in managing changes in strategy/approach to key procurements for LBNF
